Network Coordinator
Ester Foppen
Ester Foppen worked previously at PwC Consulting Services
(now IBM Business Consulting). There she gained project
management experience. She finished her M.A. degree
at the faculty of Culture and Science Studies, University
of Maastricht in August 2000. The thematic focus of
her major was on technological culture and on cultural
identity. In Roskilde, Denmark, she studied at the International
Cultural Studies programme. In a project team she performed
a critical discourse analysis on an advertising campaign
for a newspaper. At the EC/DC her task as network coordinator
will be facilitating the further growth and development

Editor: Dr. Myriam Diocaretz
Myriam is a Senior Researcher and eCulture Research Unit Leader
at ECDC/Infonomics. Before joining Infonomics, Myriam was
WW Training Manager at a multi-national, on the curricula
for technical support of new technologies in global and networked
environments. She has directed, among others, the Internet
project that led to the Global E-Quality conference and Network,
and the Electronic Publishing Project at the Universiteit
Maastricht. She has specialized in copyright, digital platforms
and e-publishing. She is the founder and General Editor of
the academic series Critical
Studies, and Cultura
y Diferencia; other academic series include Inter/Actions,
in French (Rodopi); Critical Theory, John Benjamins. Author,
editor or co-editor of twenty books in English, French and
Spanish on critical theory, semiotics, culture & discourse,
gender studies & poetics, translation, she has been a
visiting Professor & guest lecturer in Europe and the

General Advisor: Prof. Louk
de la Rive Box
Louk de la Rive Box is the General Advisor for the Global
E-Quality Network. Louk Box was professor of geography at
Utrecht University ) and is currently professor
of international co-operation at Maastricht University (2000-
). He lectures at the UN University (Tokyo 2001, 2002) and
at different Dutch universities on topics related to international
co-operation, particularly as relating to Science and Technology
Development (STD). He lectures and supervises students in
the European Society, Science and Technology Master's programme
and developed its pilot specialization Bridging the Technology
Divide (2002). As the director of a research programme at
Maastricht University, he coordinates studies on the development
of methodologies to assess STD Policy dialogues in a number

Webmaster: Herman Pijpers
Herman Pijpers joined the International Institute of Infonomics
and ECDC in 2001. Before that he worked for five years at
the European Journalism Centre in Maastricht as project assistant,
webmaster and editor of the Centre's daily e-zine 'Media News
Digest'. Apart from webmastering the ECDC website, he maintains
and developes several other websites, including those of the
Maastricht Economic Research Institute on Innovation and Technology
(MERIT)
and the International Institute of Infonomics
(IIoI). He is also founder and editor of 'ICT
Weekly',
a free weekly e-zine covering ICT-related news, which is jointly
